Canada Targets Hate Symbols with New Laws

Justice Minister Sean Fraser introduced a bill on September 19, 2025, to add four new hate-related offences to the Criminal Code.
The bill criminalizes wilful promotion of hate using symbols like the swastika, SS bolts, and flags linked to terrorist groups.
Peaceful protest is exempt from prosecution under the new legislation.
The bill removes provincial approval requirements for hate crime cases.
It introduces offences targeting obstruction and intimidation of religious institutions.
