EU and Ukraine Collaborate on Reparations Mechanism

European leaders, including Ukraine's President Volodymyr Zelenskyy, met in The Hague on Dec 16 to launch the International Claims Commission.
The Register of Damage for Ukraine, established in 2023, covers claims from Feb 24, 2022, across Ukraine's borders including Crimea, Donetsk, and Luhansk.
The Netherlands led drafting and approval of the Register last year.
Over 80,000 claims have been recorded in the Register.
Three expert panels will examine claims.
Ratification by 25 states is required for the convention to take effect.
Up to 35 nations have indicated intent to sign the convention.
Frozen Russian assets are considered a payment option.
The mechanism is part of three steps for Kyiv's compensation fund.
