EU Considers Using Frozen Russian Assets for Ukraine

EU leaders will decide on using 210 billion euros from frozen Russian assets by Dec. 18.
Ukraine needs 135 billion euros by early 2026 per IMF estimates.
European Commission proposed a 90 billion euro reparations loan in December.
Two options: repayments from frozen Russian assets or market borrowing.
193 billion euros of assets are held at Euroclear in Belgium.
Qualified majority votes required for asset use, unanimity for market borrowing.
