Mansion was seized during investigation into Teodoro Nguema Obiang Mangue, the president's son.
Teodoro Nguema Obiang Mangue was convicted of corruption in 2021 with a suspended sentence.
Court voted 13-2 to reject Equatorial Guinea's emergency order request.
