Resignation of Native Leader Sparks Questions

James Mountain resigned as chairman of the All Pueblo Council of Governors, representing 19 Native American communities.
He declined a field sobriety test, leading to temporary detention and an arraignment scheduled next week.
Mountain previously served as governor of San Ildefonso Pueblo, overseeing Aamodt Water Settlement and Indian Land Claims Settlement.
He terminated his contract adviser role with New Mexico Department of Indian Affairs after leaving direct state employment in March.
AP sought comment but the council's website still lists him as chairman, despite his immediate resignation.
