Humphreys was convicted of malice murder for killing Cyndi Williams and Lori Brown in 2003.
He took victims' IDs and $3,000 before being arrested in Wisconsin.
U.S. Supreme Court declined to hear his juror-misconduct appeal.
Execution will use pentobarbital, Georgia's first of 2023.
