Iranian Foreign Minister Abbas Araghchi says a deal to swap French prisoners for Mahdieh Esfandiari is near completion.
Esfandiari was arrested in France for promoting terrorism through social media.
France plans to file a complaint against Tehran at the International Court of Justice regarding Cecile Kohler and Jacques Paris's detention.
